Eastern Tribal Technical Assistance Program (ETTAP) Introduction

Welcome to the Eastern TTAP!

Our program, anchored within the Bureau of Indian Affairs (BIA) Midwest and Eastern Region Tribal Areas, proudly serves 72 tribes across thirty states. It’s essential to know that tribal communities have historically faced heightened challenges related to traffic safety, recording disproportionately high traffic crashes and fatalities. Moreover, these issues have been exacerbated by consistent underinvestment in tribal infrastructure and needs.

Our Commitment:

At the heart of ETTAP lies our nationwide mission: “improve the quality and safety of the surface transportation system through collaborative partnerships, training, and information exchange.” This translates to key support and resources, ensuring that Tribal communities flourish through training, technical assistance, and technology transfer.

For the Eastern region, our mission is even more tailored. We aim to be the primary local resource for Tribal transportation needs. Through our collaboration with tribal governments, and federal agencies such as FHWA and BIA, we commit to providing unmatched resources. Our key objectives include:

  • Building tribal capacity in Program Management.
  • Expanding the tribal workforce.
  • Nurturing diverse partnerships and coordination.
  • Introducing technologies and implementing innovations.
  • Transparently sharing our results.

Leadership & Governance:

The Eastern TTAP’s leadership, under the helm of Dr. David A. Noyce (Director) and Ms. Andrea Bill (Associate Director), is dedicated to achieving these objectives. They’re bolstered by a talented team, with supporting partners including the New York State Local Technical Assistance Program Center at Cornell University and Lac Courte Oreilles Ojibwe University. Additionally, our steering committee, composed of representatives from tribal governments, FHWA, and BIA, guides our program’s strategy and ensures we remain aligned with tribal needs.
